Job Summary

Position Purpose:

The Chief Nurse Officer organizes and administers areas of clinical services to attain the hospital’s objectives established by the Executive Team and Governing Board. The Chief Nurse Officer provides direction, leadership, and performs administrative duties for nursing departments, while ensuring focus toward hospital goals and objectives with the realization of service excellence in a patient centered health care delivery environment.

Primary Duties and Responsibilities:

Financial Excellence

  • Plans and coordinates with the Chief Financial Officer, Controller and the CEO, utilizing the respective Department Managers/Supervisors for planning the budgetary requirements for personnel, performance of work, supplies and equipment.
  • Responsible for enforcing cost controls put in place by the Controller and CFO to insure maximum effectiveness of funds expended from the approved departmental budgets.
  • Assists in the preparation of short-term and long-term financial plans and budgets based upon the goals and growth objectives set by the Board and Executive Team.

Service Excellence

  • Communicates with staff on an on-going basis to facilitate an understanding of daily operations.
  • Provides and maintains effective communication with medical staff, all levels of management and staff, patients and the community.
  • Responds effectively to customer concerns and needs.
  • Acts as a role model for patient - centered care and TMH Service Excellence philosophy of care.

Operations Excellence

  • Develops in collaboration with all nursing departments Nursing Services goals and objectives.
  • Seeks input from Nursing staff regarding decisions that impact their work.
  • Is knowledgeable of hospital policies and procedures and uses them as an appropriate resource.
  • Implements and approves policies and procedures for Nursing Services.
  • Consults with the CEO and advises of problems related to the operation of Nursing Services.
  • Promotes an environment where employees work effectively as a team.
  • Promotes an environment that encourages reporting of medical/patient care events.
  • Maintains compliance with regulations governing hospitals and the standards of accrediting bodies by monitoring operations and initiating changes when required.
  • Partners with the other members of the Executive Team to ensure legal and regulatory compliance.
  • Participates in hospital staff meetings as required.
  • Attends and serves on professional/community organizations as a hospital representative.
  • Analyzes and evaluates Nursing Services to improve quality of patient care.
  • Participates in/leads & collaborates with quality activities as needed.
  • Is the Patient Safety Officer of the hospital.
  • Knows and practices the prescribed philosophy, purpose, policies and standards of Nursing Services and the Hospital.
  • Organizes, directs, and administers Nursing Care departments in order to provide the level of service required by current specialty area standards.
  • Assists with and maintains quality improvement analyses which involved evaluation of patient care delivery systems amongst Clinical service departments.
  • Participates and collaborates with all Nursing departments in policy decisions that affect patient card services delivered in the hospital or clinics.
  • Actively participates in the Finance Committee, Board of Trustee meetings, Joint Conference Committee, Building Committee, Medical Staff Executive Committee, and Medical Staff meetings and other meetings as delegated or required.
  • Implement and maintain Meaningful Use.
  • Maintain organizational goals related to utilization and growth.
  • Meet and maintain regulatory requirements.
  • Participate in Revenue Cycle.
  • Leads a diverse group of managers and direct reports and provides support, inspiration and coaching as necessary.

Quality and Resource Optimization

  • Oversees Nursing Staff by establishing performance goals and allocating resources.
  • Identifies and prioritizes educational needs of the department and organization and follows through with appropriate staff development.
  • Treats all employees with dignity and respect.
  • Recognizes individual and team efforts and accomplishments.
  • Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in the field.
  • Acts as a staff and patient advocate.
  • Demonstrates effective coaching, counseling, and documentation skills to address performance issues.
  • Provides timely feedback according to HR and Quality Improvement policy.
  • Holds all Nursing department employees accountable for their job performance. Growth/Business Innovations
  • Participates and communicates the hospital’s strategic plan.
  • Participates in growth activities, including investigations, evaluations, and negotiations in accordance with overall objectives and plans and as assigned by CEO.
  • Promotes and supports new service lines through feasibility studies and business plans.
  • Participates in the planning, design and implementation of construction projects.

    • Qualifications:

*Education/Certifications/Qualifications

Education

  • Graduate of an accredited school of nursing and current state licensure a s Registered Professional Nurse.
  • B.S. Degree in Nursing, Health Care or Business Administration required.
  • Masters Degree desirable.

Skills:

  • Demonstrated ability in leadership skills: coaching, counseling, vision or mission development, delegation, decision making, collaboration, direction, coordination, change management.
  • Demonstrated ability in management skills: budget, financial and statistical analysis, business formation, performance review, capital equipment acquisition and management.
  • Demonstrated ability in interpersonal (verbal and written communication) skills: diplomacy, mediation, goal setting, group process, confrontation, negotiation, listening, liaison, conflict resolution.

Knowledge:

  • Current patient care theories and practice required.
  • Quality Improvement training strongly preferred.
  • General computer use (e-mail, work processing) desired.
  • Knowledge of CPSI hospital computer system desired.

Experience:

  • 5+ years progressive leadership/administrative responsibility for Nursing care services required.
  • Experience in the budgeting process and management techniques required.
